What a Decade of Legal Cannabis Actually Looks Like in California

California has spent the past decade building one of the most aggressive cannabis regulatory systems in the country, and the numbers from that effort tell quite a story.

When voters passed Proposition 64 in November 2016, the state didn’t just open the door to legal cannabis — it launched a sweeping effort to clean up past convictions, crack down on illegal operations, and put tax dollars back into communities. Ten years in, Governor Gavin Newsom marked the anniversary with a rundown of where things stand.

On the criminal justice side, California has cleared or reduced more than 215,000 cannabis-related records statewide, a process that happened largely automatically and disproportionately benefited communities of color.

The legal market has generated serious money. More than $7 billion in cannabis tax revenue has been collected since 2018, with funds going toward research, enforcement, and community programs. State lawmakers have also worked to keep the legal market competitive, eliminating the cultivation tax in 2022 and rolling back a scheduled excise tax increase in 2025.

Enforcement against illegal operations has been just as aggressive. A multiagency task force launched in 2022 has seized more than 778,000 pounds of illicit cannabis, eradicated over a million illegal plants, and disrupted $1.2 billion in black market activity. In the first quarter of 2026 alone, operations seized more than $34 million in illegal product.

The environmental toll of unregulated grows has also demanded attention. Since legalization, crews have removed 350,000 pounds of trash and 566,000 feet of illegal irrigation from California landscapes, dismantling more than 220 illegal water diversions in the process.

California’s next challenge centers on intoxicating hemp-derived products that currently fall outside the cannabis regulatory framework, and the state is moving to close those gaps.
